California & Los Angeles Development Research
FOCAL tracks California and Los Angeles real estate development policy including SB 35, TOC, AB 2011, CEQA exemptions, ADU laws, zoning updates, entitlement strategy, and housing legislation.
Our development research dashboard covers state and local policy: SB 35 streamlined ministerial approval, AB 2011 and AB 2345, the Transit Oriented Communities (TOC) program, CEQA exemptions and Class 32 categorical exemptions, ADU law updates, and density bonus and inclusionary housing rules across Los Angeles, Ventura, and Santa Barbara counties.
The dashboard also tracks Opportunity Zones 2.0: the OBBBA made the OZ program permanent, new designations take effect January 1, 2027, and California's nomination process, including the August 2026 public comment period and eligible-tract maps, is covered alongside current Inglewood Opportunity Zone tracts.
